Water
Non-residential properties are subject to a service charge and to water use charges.
Service charge
The service charge for water is based on the size of the metered water service serving the property.
In 2011-12 the charges are:

Water use charges
Country commercial prices are being adjusted to reflect the total cost of providing water in country areas. In addition, the reduced price that currently applies for the first 300 kilolitres of water will be eliminated by 2013/14 and a flat price will apply for all non-residential water use.
Towns are classified into 15 steps based on the cost of providing water to that town. A price cap has been placed on the charge for water provided in high cost towns. The steps and prices for 2011-12 are shown in the table below:

Sewerage
Non-residential sewerage charges consist of a service charge, based on the number of major sewerage fixtures (e.g. toilets and urinals) and a usage charge, based on the volume of wastewater discharged to the sewerage system.

Volume charges
In 2011-12 the usage charge is 253.80 c/kL.
The sewerage volume charge is based on the amount of wastewater discharged from the property to the sewerage system. This is calculated by adjusting the water use (as registered by the water meter) with an estimated 'discharge factor'. The discharge factor is the percentage of water delivered to the property which is returned to the Corporation's sewer.
Discharge = Water use (kL) x Discharge factor
A discharge allowance of 200kL is applied to each property annually (not per meter reading). Where the discharge exceeds this allowance, a sewerage volume charge is included with the water use bill. (Note: Denham, Bunbury and Busselton sewer volumes are billed annually).
Sewer Volume Charge = (Discharge – Allowance) x Price/kL
Example
Charge for 2011-12 for a business using 400kL annually with a discharge factor of 95%:
Discharge = 400 x 95% = 380kL
Sewer Volume Charge = (380 - 200) x $2.538 = $456.85
Most customers' sewerage charges are calculated in this way.
A small number of customers' charges are still being phased in to the new tariff structure and are subject to increases. These increases are capped at 13% (10% plus the General Price Increase) up to the previous year's consumption level.
